I could be wrong, but my understanding is that you basically have to create a second copy of the site using only HTML and possibly a little Javascript. Anything from the backend database would easily be shared between the two sites, but much of the actual HTML you see (backgrounds, links, sidebars, etc.) is in the HTML files themselves and would have to be duplicated. Considering the entire site is written by a third party, so none of us have a complete understanding of the code, it'd probably be nothing short of a disaster to attempt that (it doesn't help that phpBB is so poorly written that you have to spend hours just trying to understand how the hell it actually works).

The site as a whole loads fine on my Droid, but the Flash header doesn't load at all since there isn't a mobile browser edition of Flash quite yet. It's also a bigger pain to change, less user-friendly, etc. So an HTML/Javascript-based header would be far superior to Flash from a usability perspective.
